On the 3rd of October 2019, the House of Representative (‘HoR’) passed the Electric Power Sector Reform Act (Amendment) Bill 2019 (the ‘EPSRA Bill’). The EPSRA Bill seeks to prohibit and criminalise estimated billing by electric distribution companies and to provide for compulsory installation of pre-paid meters to all power consumers in Nigeria. The EPSRA Bill seeks to amend the Electric Power Sector Reform Act 2005 (‘the Act’) to criminalise estimated billing in the power sector.
