On June 6, 2025, following the commencement of the Lagos State Electricity Law, 2024, and the establishment of the Lagos State Electricity Regulatory Commission (LASERC), LASREC issued a directive requiring all electricity operators in Lagos State to obtain new operating licences.
This directive raises some concerns around regulatory stability and could have extensive implications for operators in the Lagos market, especially for those who hold subsisting licences issued by the Nigerian Electricity Regulatory Commission.
In this article, TEMPLARS Partner, Desmond Ogba; Senior Associate, Temple Ezebuike; and Associate, Joshua Olorunmaiye examine the regulatory uncertainty introduced by this transition and its effects on market operators.
They also highlight key considerations for current operators and potential investors, emphasising the importance of seeking expert legal guidance in navigating this rapidly evolving regulatory landscape in Lagos.
